Seven individuals have been publicly flogged in Quchan, a city in Iran’s northeast Khorasan Razavi province. The alleged gang members were found guilty of “disrupting public security” with mass brawling and brandishing bladed weapons. Corporal punishments like flogging remain a part of Iran’s criminal code despite the fact they violate the country’s international obligations: Article 5 of the Universal Declaration of Human Rights, which Iran has ratified, states that, "No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.”
